Rwanda National Police (RNP) has retired 74 officers, including senior commissioners, as part of its routine personnel management, according to a statement issued on Tuesday, November 2. Among those retiring are two widely known Assistant Commissioners of Police (ACP), Sam Karenzi and Francis Muheto.

The latest retirement list also includes nine senior officers, twelve junior officers, and thirty-eight Non-Commissioned Officers (NCOs). An additional 38 officers were retired on medical grounds, while two others were discharged for unspecified reasons, the statement noted. The force last conducted a similar large-scale retirement exercise in November 2024.
On the same day, the Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, presided over the launch of a Training of Trainers Course on Core Pre-Deployment Training Materials (CPTM) at the Police Training School in Gishari.

The course has brought together 25 participants from 22 African countries and is designed to strengthen the capacity of trainers preparing officers for deployment to United Nations peacekeeping missions.
“This course is essential in ensuring that trainers are equipped with the right knowledge and competencies needed for effective preparation of officers heading to peace operations,” DIGP Ujeneza said.
The retirement announcement and the launch of the CPTM course underscore the RNP’s dual focus on effective personnel restructuring and capacity-building for international peacekeeping responsibilities.
