Nigeria’s Dangote Petroleum Refinery is preparing for what could become Africa’s largest-ever stock market listing, with plans to raise approximately $5 billion through an Initial Public Offering (IPO) expected to conclude in October.
According to Reuters, citing sources familiar with the transaction, the funds will help expand the 650,000-barrel-per-day refinery in Lagos while supporting plans to replicate the project elsewhere on the continent, with Kenya identified as a potential location for a future refinery.
The IPO marks another milestone for billionaire industrialist Aliko Dangote’s long-term vision of reducing Africa’s dependence on imported refined petroleum products and positioning the continent as a major producer and exporter of fuel.
Interest in the offering has already spread across Africa. Kenya’s capital markets are reportedly considering investing up to $500 million, with institutional investors, including pension funds, expected to participate. If realised, Kenyan investors would contribute about 10 percent of the planned fundraising.
The proposed listing has also attracted interest from stock exchanges in South Africa, Egypt, Ghana, Kenya and Rwanda, which have been exploring ways to enable investors in their respective markets to participate in the share sale.
Sources say Dangote Petroleum Refinery & Petrochemicals has already submitted its IPO application to Nigeria’s Securities and Exchange Commission (SEC), with regulatory approval expected in the coming weeks. If approved, the company is expected to publish its prospectus in September ahead of the public offering.
The planned $5 billion fundraising would account for more than 4 percent of the Nigerian Exchange’s current market capitalisation, making it one of the largest corporate listings in the country’s history.
A recent $2.5 billion private placement, in which investors acquired a 6 percent stake, valued the refinery at approximately $40 billion, making it one of Africa’s most valuable privately owned industrial assets.
Commissioned to address chronic fuel shortages and reduce import dependence, the Dangote Refinery is the largest single-train refinery in Africa and one of the largest in the world. Since beginning operations, it has supplied refined petroleum products to Nigeria and several African countries, helping reshape regional fuel markets.
Analysts say a successful IPO would not only strengthen the refinery’s expansion plans but could also accelerate Africa’s drive toward greater energy security, industrialisation and regional economic integration by increasing the continent’s capacity to refine its own crude oil rather than exporting raw resources for processing overseas.
