Rwanda Unveils Largest-Ever Budget to Boost Economic Growth

Rwanda has proposed a national budget of Rwf7.8 trillion for the 2026/27 fiscal year, up from the revised Rwf6,952.1 billion budget for 2025/26, the government said.

Finance Minister Yusuf Murangwa presented the budget framework to parliament on May 11, saying the plan is designed to support Rwanda’s medium-term fiscal consolidation path while advancing the goals of the National Strategy for Transformation.

Officials said the higher spending envelope will prioritize major national projects and key public services, including infrastructure, energy, water, transport, agriculture, health and education. The increase is also expected to support strategic investments such as the New Kigali International Airport and the expansion of RwandAir operations, while cushioning the economy against global shocks.

Government officials said the budget is aimed at sustaining economic growth, creating jobs and improving living standards, while keeping public debt on a sustainable path. Rwanda’s economy remained resilient in 2025, with the Ministry of Finance saying growth reached 9.4%, above earlier projections.

The proposed budget also comes as Rwanda faces a more uncertain global environment marked by geopolitical tensions, climate-related pressures and rising costs in some sectors, officials said.
