The Ministry of Justice and the Chinese Embassy in the DRC on Tuesday, December 9, 2025, signed a donation agreement that will strengthen juvenile justice services in the country.
The deal, signed by the Minister of Justice’s Chief of Staff and the Minister-Counsellor at the Chinese Embassy, provides a modern 144 m² prefabricated building that will serve as the new mobile children’s court within the ministry.
According to the Ministry’s communication unit, this facility marks an important step toward addressing the severe infrastructure gaps identified during a recent field assessment on juvenile justice. Minister of Justice Guillaume Ngefa welcomed the donation, noting that it reflects ongoing efforts to ensure that children in conflict with the law are treated in conditions that respect their rights and support their rehabilitation.
“Improving the environment in which these children are re-educated is vital and fully aligned with the core principles of child protection,” he said.

Chinese Ambassador Zhao Bin highlighted that this initiative follows early discussions with the Minister of State on how China could support the DRC in strengthening the rule of law. He emphasized “Congo is a very young country, where children make up a larger share of the population than adults,” and he expressed hope that the donation would contribute to the country’s socio-economic progress and help build a more resilient justice system.
The Minister’s Chief of Staff, Me Gaston Osango, added that this support came as part of broader efforts led by Minister Ngefa to mobilize partners and improve working conditions for magistrates. He praised China for being among the partners that responded positively to this call.
