The government of the Democratic Republic of Congo (DRC) and the Alliance Fleuve Congo / March 23 Movement (AFC/M23) signed the mandate stemming from the International Conference on the Great Lakes Region (ICGLR) in Doha.
The signing followed a meeting of the ceasefire monitoring and verification mechanism between the two parties, convened by Qatar as part of its mediation efforts to resolve the conflict in eastern DRC.
Participants said both sides reaffirmed their commitment to the ceasefire and to the Doha Peace Framework Agreement signed on November 15, 2025. They also pledged to implement all provisions of the agreement in good faith to support the peace process.
The meeting brought together members of the monitoring mechanism, with the United States and the African Union attending as observers. Also present were Togo, designated by the African Union as mediator, as well as MONUSCO and the ICGLR.

Discussions focused on the evolving security situation and prospects for addressing current challenges. Participants emphasized the need to implement concrete measures to strengthen monitoring, verification and information-sharing in support of peace efforts.
The meeting also reviewed plans by MONUSCO and the ICGLR to operationalize the mechanism, with participants reaffirming their support to ensure its effectiveness. MONUSCO was tasked with deploying an initial monitoring mission to the city of Uvira in the coming days to oversee the ceasefire, while communication channels required for its work were formally established.
At the conclusion of the talks, members agreed on next steps aimed at improving the mechanism’s effectiveness and ensuring the regular holding of meetings under the framework.
