African heads of state, policymakers, financiers, and global nuclear energy leaders are set to meet in Kigali for a high-level dialogue focused on one of the sector’s biggest challenges: how to finance the continent’s nuclear energy future.
The discussion, titled “Global Leadership Perspectives on Financing Africa’s Nuclear Energy Future,” will examine how governments, multilateral institutions, and international partners can mobilise capital, manage risk, and create financing pathways for the safe and long-term deployment of nuclear power across Africa.
The dialogue will bring attention to key issues, including financing barriers to nuclear energy deployment, the role of multilateral and public finance, risk-sharing frameworks, and international cooperation aimed at unlocking investment.
Among the expected remarks and keynote addresses are President Paul Kagame of Rwanda, President Samia Suluhu Hassan of Tanzania, President Faure Essozimna Gnassingbé of Togo, Prime Minister Ali Mahamane Zeine of Niger, IAEA Director General Rafael Mariano Grossi, Dr. Sama Bilbao y León, William D. Magwood, IV, Serge Ekué, and Sylvie Bermann.
The event forms part of the Nuclear Energy Innovation Summit on Africa (NEISA 2026), which is being hosted by President Kagame in collaboration with the International Atomic Energy Agency (IAEA), the United Nations Economic Commission for Africa, the Nuclear Energy Agency, the World Nuclear Association, and the World Nuclear Exhibition.
Under the theme “Powering Africa’s Future. Turning Nuclear Energy Ambition into Investable Reality,” the summit will focus on structured deployment pathways for nuclear energy, with particular attention to small modular reactors and micro modular reactors.
As African countries search for cleaner, more reliable, and large-scale energy solutions, the Kigali summit is expected to shape conversations on how nuclear energy could become a viable part of the continent’s long-term power mix.
