The $25 million Masaka Views project aims to meet the growing demand for affordable and sustainable housing in Kigali.
Fortis Green Housing, a Kigali-based American developer, has officially launched its first eco-housing estate, Masaka Views, in the Masaka Sector of Kigali. The project, which represents an investment of $25 million, follows a year-and-a-half of extensive market research that identified a strong demand for quality rental housing and affordable green homes in Rwanda.
The company, part of the larger Fortis Green Holdings group, has previously invested in Rwanda’s renewable energy sector and is focused on channeling American capital into African infrastructure projects. Masaka Views marks its inaugural real estate development in the country, spanning seven hectares and featuring a mix of housing options.
Project Overview
The Masaka Views estate will consist of 51 single-family homes, 33 townhouses, and 302 one to three-bedroom apartments. Construction officially began on October 24, with several units already purchased. The first phase, which includes the single-family homes and townhouses, is scheduled for completion by early 2026, while the first apartment block is expected to be ready within 11 months. The entire project is anticipated to be fully completed in about two and a half years.
Market Demand and Pricing Strategy
Jonathan Shafer, the CEO of Fortis Green, highlighted the high demand for rental housing in Rwanda, noting that approximately 95 percent of homes built are rented out. He stated, “That tells us the demand for rental housing is still quite high, while the number of actual homebuyers remains low due to financing costs and limited mortgage access.” To address this, Fortis Green has structured its pricing to accommodate a variety of budgets, with properties starting at approximately $70,300.
Rental units will also be competitively priced, offering residents flexible terms and quality service. Only 88 homes and townhouses will be sold, while all apartments will remain under Fortis Green’s ownership and rented out. This approach aims to ensure consistent management standards and foster a stable neighborhood culture.
Sustainability and Community Engagement
Shafer emphasized that the estate reflects the company’s broader mission to promote sustainable communities across Africa. “We build with sustainable materials and practices that reduce carbon emissions, water use, and electricity consumption,” he said. Each structure in the estate will be EDGE-certified, an international green building standard developed by the International Finance Corporation (IFC).
In addition to providing housing, Fortis Green plans to foster community engagement through its Fortis Green Wellness Initiative, which will offer residents activities such as aerobics, yoga, gardening workshops, and counseling services, promoting physical, mental, and spiritual health.
Government Support and Future Plans
Michelle Umurungi, the Chief Investment Officer at the Rwanda Development Board (RDB), praised the project during the groundbreaking ceremony, calling it a symbol of sustainable and inclusive urban growth. She noted that housing remains one of Rwanda’s most pressing needs amid Kigali’s rapid urbanization. “We are glad to see investors stepping into this opportunity and designing communities that are greener, smarter, and more resilient,” she said.
Looking ahead, Fortis Green has additional projects under development, with construction expected to begin in 2026. These upcoming initiatives will build on the company’s commitment to sustainable, community-centered housing, expanding its footprint in Kigali and beyond while continuing to integrate renewable energy and smart design into every phase of development.
