The Liberia Immigration Service (LIS) has officially put a visa-free entry to all Rwandan citizens arriving at any of Liberia’s air, land, or sea borders, effectively waiving previous visa requirements.

The directive was issued by the country’s Commissioner-General Elijah F. Rufus in a memo dated November 11.

According to the communication, the new policy follows agreements signed on September 10, 2025, between Liberia and Rwanda to establish a Joint Permanent Commission of Cooperation and a Reciprocal Visa Waiver.

These frameworks are designed to strengthen bilateral ties and promote seamless movement between the two African nations.

Rufus emphasized that the visa reciprocity regime is a key pillar of Liberia’s broader commitment to promoting free movement across the African continent.

Under the new directive, LIS officers are required to issue entry stamps to all Rwandan passport holders to facilitate their travel. The move is expected to stimulate stronger economic, social, and cultural exchange between the two countries, opening doors for trade, tourism, business partnerships, and people-to-people connections.

Officials say the policy sends a strong message about the shared priorities of both nations as they work to expand cooperation and foster mutual growth.

“This move is expected to boost bilateral relations and create new opportunities for cooperation between the two countries. By waiving visa requirements, Liberia and Rwanda are sending a strong signal about their commitment to regional integration and cooperation,” Rwanda Directorate General of Immigration and Emigration said in a X post on Friday.
