President Kagame in U.S. to sign Washington Accord with DR Congo

President Paul Kagame has arrived in Washington, D.C. early this week to attend the signing ceremony of a new economic cooperation agreement between Rwanda and the Democratic Republic of Congo (DRC).

This ceremony is scheduled to be sign on December 4, 2025, where President Kagame and Félix Tshisekedi of the Democratic Republic of Congo (DRC)are to sign the Washington Accord at the White House, hosted by Donald J. Trump. This accord aims to reinforce economic cooperation and peace between Rwanda and the DRC, formally ratifying agreements reached earlier in June 2025.

During his Washington visit, Kagame held talks with Senator Lindsey Graham. Their discussions reportedly covered deepening Rwanda–U.S collaboration in strategic areas such as conservation, security, and economics.

Additionally, President Kagame hosted a congressional dinner with several U.S. lawmakers; including the Senator for South Dakota, Mike Rounds; Senator for North Dakota Kevin Cramer; Senator for Nebraska Pete Ricketts; Representatives of states Ronny Jackson,Trent Kelly and Brian Mast (Chairman), focusing on strengthening U.S.–Rwanda bilateral cooperation via initiatives designed to promote long-term stability, security, and economic growth.

Despite optimism, many analysts remain cautious. Previous agreements have faltered due to shifting conditions, lack of trust, and difficulties implementing on-the-ground security measures. As President Kagame himself has admitted, even a strong mediator cannot guarantee peace unless regional leaders commit fully to action.

Several regional leaders have also traveled to Washington for the event, including; President of Burundi, Évariste Ndayishimiye, President of Kenya and Chair of the East African Community, Dr. William Ruto and other representatives from Qatar, Togo, and the African Union, all of whom will witness the signing ceremony.

For Rwanda, the visit represents a renewed push for international support, economic opportunity, and long-term regional stability. Through the accord and the U.S. engagement, facilitated by Trump’s administration, Rwanda hopes to help bring lasting peace to eastern Congo and create a stable foundation for prosperity across the region.
